Lord Hylton defends Filipino children from sexual exploitation.

Lord Raymond Hylton, one of the most distinguished and respected members of the British Parliament, House of Lords, has been a life long advocate for human rights and the rights of children. He has tabled numerous questions to the British government over the years defending their rights.

Most recently he has taken on the Philippine Telecom corporations who are allegedly flouting the anti-child pornography law especially section 9, of RA 9775 which demands that the ISPs install effective blocking software to stop the flow of child pornography and the live streaming of child sexual abuse over the internet to paying paedophiles in many countries around the world.

The Philippine corporations ,PLDT,mostly owned by Singapore investors, and Globe telecom owned by the Ayala Corporation headed by Jaime Zobel, are in partnership with many other telecom corporations around the world. These corporations can be said to be accessories to the neglected alleged failure of the Philippine telecommunications companies to obey Philippine law RA 9775.

The Philippine corporations are allegedly trying to have that law amended so that section 9 will be removed and cancelled. President Duterte and members his cabinet have supported the campaign of Preda Foundation by ordering the National Telecommunications Commission (NTC) to lay sanctions against these telecommunication companies for failing to install the latest most effective AI driven blocking filters and software to protect children. Preda has long advocated a one-million-pesos-a-day fine be levied until they obey the law.

Lord Raymond Hylton has written to the British trade secretary questioning the investment of British corporations in the Philippine telecommunication corporations that are not sufficiently protecting children online. His letter appear below.

Service Providers and Child Pornography

I understand that as long ago as 2015, your Department was encouraging British companies to invest in the Philippines. It seems that they did invest in corporations such as PLDT and Globe Telecom, and I presume that is still your policy.

If I am right, I would be grateful if you would investigate to discover whether all such corporations are complying with Philippines law, and in particular with Section 9 of Law RA9775. This section requires companies to install blocking filters against child pornography. Despite being on the Statute Book since 2009, the law seems to have been largely disregarded. This has had a damaging effect on young children, who have been exploited and abused in the making of pornographic films. President Duterte has now instructed the National Telecommunications Commission to sanction companies not complying with the law.
