Famous German Actors Defend Children’s Rights in the Philippines

The most popular and well-known television actors based in Cologne, Germany and viewed nationwide weekly for their anti-crime series have written to Philippine senators pleading with them not to lower the minimum age of criminal responsibility to 12 years of age. This they said will make the children into criminals and could be put on trial which is traumatic for children.

The famous actors, Dietmar Bär, Joe Bausch and Klaus J, Behrendt set up a charity in Germany called Tatort Strassen der Welt.e.V to help Philippine street children. The Philippine Senate is debating the amendments to Republic Act 9344 otherwise known as the Juvenile Justice and Welfare Act that helps children who are in conflict with the law. The vast majority are innocent of crimes yet are still treated harshly by the authorities who have yet to implement the law and provide homes for the children. Instead, they are jailed behind bars without any evidence presented against them like adult criminals.

They said they made a film in the Philippines in 1997 on children being abused and rescued by Preda Foundation. It reached every household in Germany and ever since they have been advocates and supporters of children’s rights and of the Preda Foundation.

“We call on you to continue the efforts that you have started in promoting restorative justice instead of following more punitive measures for children. Keep the minimum age of criminal responsibility at 15 years old as stipulated by the Juvenile Justice and Welfare Act. Lack of discernment and experience do push vulnerable children towards unlawful activities. But as we all know, jails are not at all effective in keeping them away from a life of crime. Let us work together in creating more compassionate measures that would instead help children who get in conflict with the law. Let us help them believe that they do have a chance to live good life.”

The letter has been circulated to the senators and on-line.
