The People’s Recovery Empowerment and Development Assistance (PREDA) Foundation is an active social development organization today with 58 professional Filipino employees implementing projects that saves children from sexual abusers, and from life in the brothels and sex bars frequented by Filipino men and foreigners of all nationalities.

Preda social workers save children from jails and detention centers and gives them a new life of dignity and self-esteem. It advocates for human rights and educates the communities.

Preda has been nominated three times for the Nobel Peace Prize and has received the German and Italian Human Rights awards and is a international recognized human rights and child rights advocacy organizations of peace and Human dignity.

The Foundation was established in 1974 in Olongapo City by Father Shay Cullen, an Irish member of The Missionary Society of St. Columban.

The work of Preda Foundation expanded to help the child victims of the sex trade and those trafficked women and children who were being exploited in the sex business that flourished in Olongapo City, beside the huge United States Naval Base on Subic Bay.

Converting US Bases to a Philippine economic zone .

The Preda team led by Fr. Shay Cullen challenged the US Military bases in 1983 and local governments for allowing the exploitation of women and children by giving Mayor’s permits to the bars and sex clubs to operate without restriction.

He uncovered widespread child sexual abuse involving children as young a 9 years abused by US Personnel and sex tourists including local men.

The Preda campaign to convert the bases to economic zones, close the sex industry and restore Philippine sovereignty of the bases succeeded in 1992 when the Philippine Senate voted against a renewal of their lease.

The Preda boys home

Preda offers protection and therapeutic homes and services for the child victims and operates a therapeutic community for boys saved form jails, ages 7 to 15 . They are victims of abuse and neglect in government jails and detention centers called Bahay Pagasa.

The Preda boys home in Catellijos, Zambales is an open home community and family in a farm setting without fences or walls. Children are free to choose to stay or leave. Most choose to stay. They receive full support, therapy and education at The Bukang Liwayway home. There are 44 children there with a full staff.

Combating Human Trafficking

Hundreds of children have been rescued from sex bars and clubs and sex abusers of all kinds; pedophiles, child rapists ,cyber-sex bars ,abusive parents and relatives. There are as many an average of 36 girls victims’ of sexual abuse and commercial exploitation 8 to 17 years-old.

They are rescued the sex industry, bars, clubs, cyber-sex dens where they were commercially exploited. They receive full happier life style with emotional release therapy and education and many other learning and human development activities by a professional staff of Social workers and facilitators.

The Preda Girls Home in Subic provides a therapeutic home in a natural environment for youth and children raped, sexually and physically exploited and gives full therapy, recovery, healing and educational support and family reconciliation and reintegration with supportive relatives when possible.

The Preda Community education teams are reaching local officials, parents, teachers and students and youth groups with human rights and child rights information and empowerment. Teaching them human rights and how to protect children and report abuse

An awareness and reporting system has been activated. A hot phone line alerts Preda to a child in need and Preda rescue team is sent to rescue the child with the help of the government social worker and police if needed.

Educational Assistance program. Preda has a Educational assistance program for as many as fifty students from the poorest communities.

The Profairtrade Development Agency.

Father Shay Cullen founded, in 1975, a private Fair Trade organization based on ethical trading rules and Fair Trade criteria to help indigenous, small farmers and alleviate poverty and reduce the number of impoverished villages and stop children being trafficked in sex slavery.

Organic mangos It mostly exports dried mangos and other fruits, it has developed with the Aeta Indigenous people of Zambales Organic Mangos and Organic mangos Puree. (since October 2015)

Fair Trade and economic social justice

Preda believes with many advocates of human rights and Fair Trade supporters that a commitment to Fair Trade also carries the obligation to help the victims of human rights violations, trafficking and commercially sexually exploited children. The exports support the farmers and the child victims of unjust exploitation.

Internship and volunteer program

An internship practicum for international students and Philippine Social Work and Psychology students is on-going and also Volunteers of all nationalities are helping the services for children and Fair Trade.

A child foster program is also available for Filipino mothers wishing to foster a child.
