The police operatives from the Angeles City Police Office (ACPO) headed by PSSUPT Eden T. Ugale, who is a member of PMA Class ’90, arrested on July 30, 2013 an American national, 54 years old, and residing in Balibago, Angeles City, for statutory rape and violation of R.A. 7610 or An Act Providing for Stronger Deterrence and Special protection against child Abuse, Exploitation and Discrimination, and for Other Purposes.

Suspect is now detained at Police Station 4 pending issuance of a commitment order from the court.

The incident is contained in a spot report dated July 30, 2103 as prepared by PSINSP Joel B. Bagaoisan, Deputy Chief of the Criminal Investigation and Detective Management Branch of the Angeles City Police Office.

The said report says that Ms. Corazon C. Manansala, principal of Sta. Maria Elementary School along Sta. Maria I, Balibago, Angeles City, called the Police Station 4 and sought assistance regarding two of their pupils who were allegedly victims of sexual abuse.

Immediately, elements of the said station led by PSINSP. Felimon R. Oyan proceeded to the said school and conducted an investigative interview of the two minor (aged 10 and 11 only). Then and there, the children admitted that the male Caucasian licked the vagina of one of them while inducting the other to watch their act.

Immediately, follow up operation was conducted which resulted in the arrest of the suspect.

Upon receipt of the report, Undersecretary Jasmin hailed the elements of the PNP in Angeles City for acting with resolve and dispatch on the reported incident.

The DOT has been conducting awareness seminars on the subject of Child Wise Tourism and prevention of abuse against children in places visited by foreign nationals like Boracay, Cebu and Baguio City in an effort to rid the industry of these criminal elements with psychological disorder.
