DOCUMENTS They shine a light on one of the key episodes of the Establishment child abuse scandal as Dickens pressed the Home Office for action more than 30 years ago.Since his death Lord Brittan has faced a wave of explosive allegations accusing him of conspiring to cover up child abuse and even committing crimes himself.
These have been fuelled by the disappearance of the 40-page ‘Dickens Dossier’ of claims against senior Westminster figures which was handed to his office.

Last July the former Secretary of State was also questioned by detectives investigating a woman’s claim that she was raped aged 19 by him in 1967.The documents, released to the BBC under Freedom of Information laws, include detailed notes of a meeting between the then Home Secretary and Mr Dickens.

They reveal Lord Brittan objected to an outright ban of the paedophile group, pointing out that many child abusers were not connected to it.The official record of the November 23, 1983, meeting reveals the Peer told Mr Dickens he too sought ‘the protection of children’.

But he added that he wanted to see ‘how the present law stood’ and was waiting for the outcome of the ongoing trial of a PIE activist.The minutes stated: ‘There was however the fundamental objection to banning an organisation that if members of the organisation were doing a mischief, it was the mischief which ought to be banned, not the organisation.

‘It also has to be borne in mind that the number of people in PIE itself was small, but the number of people engaging in paedophilia was rather larger.’Mr Dickens, who is said to have ‘indicated his agreement’, handed over two letters containing specific allegations against senior members of the Civil Service.

Leon Brittan’s comments were revealed in newly-released correspondence between him and campaigning Tory MP Geoffrey Dickens (pictured) Lord Brittan told him that ‘any evidence of such activities which had substance to them would be investigated.’The meeting took place three months after Mr Dickens told the Tory Cabinet member he ‘would not rest’ until PIE was outlawed.

In a letter dated 17 August 1983 Mr Dickens, then MP for Littleborough and Saddleworth, asked for the Government to take action against PIE. He said he was disappointed by the response of Lord Brittan’s predecessor, William Whitelaw, and said PIE must be outlawed ‘as the IRA’.

He added: ‘I shall not rest until we outlaw such organisations and it will not embarrass me to put our front bench under tremendous pressure on this subject because this time I shall carry the House of Commons and the country with me – be in no doubt.’ The Home Office admitted last year that more than 100 files relating to historic child abuse over a period of 20 years had gone missing.

This included the Dickens Dossier which many child protection campaigners suspect was deliberately shelved to protect high profile figures.The newly released documents were among those examined by an independent review of Home Office files and a subsequent independent inquiry.Allies of Lord Brittan, including David Mellor who was present at the 1983 meeting as a junior minister, have spoken out in his defence.
They have labelled the claims he faces, including allegations of ‘multiple child rape’ by Labour MP Tom Watson, as ‘wholly unjustified’

Mr Watson has publicly compared the Tory grandee to Jimmy Savile as he accused him of abusing three boys.
A wide-ranging independent inquiry, led by New Zealand Justice Lowell Goddard, has been established to probe claims of a Westminster paedophile ring.It is expected to begin hearing evidence from victims, witnesses and, potentially, those accused of participating in the abuse, within weeks.
