Political Protection for Paedophiles / Harassment
Bringing the child abusers to justice and rescuing children from Paedophile rings has also been part of the work with some success.
The limitations are the corruption of the local politicians in Olongapo and Angeles and Manila who protect the paedophiles and sex tourists for their own gain.
The police corruption is also a hindrance, but the good cops are very helpful. Preda investigators have done many undercover operations and had the paedophiles and traffickers arrested and brought to trial.
Some of the first convictions of foreign paedophiles and sex tour operators offering children were the result of the work of Preda social workers and investigators.
Olongapo City
Olongapo City was a Navy town totally dependent upon the Subic Bay Naval Base for employment and fast money through a thriving commercial sex industry controlled by a handful of wealthy families in the City.
About 16,000 women and children were enslaved in the industry and since there were no factories or alternative industry in Olongapo, nor did the local families who were controlling the city want any, young people saw no future but to migrate or join the sex clubs and allow themselves to be prostituted to the US Navy.
Today that may well reoccur if the Philippine Government and the US sign the Status of Forces agreement that would allow US troops and sailors to visit the Philippines with immunity from prosecution in the Philippines for any crimes they may commit while here.
The new strict laws on rape, and child abuse have Commanders worried that an incident such as occurred in Japan recently where three US Marines raped a 12 old school girl could happen here.
The Marines were sentenced after a widely televised trial.
Social Problems
The bases in Olongapo and Angles Cities led to enormous social and family problems.
Young people, whose parents were having affairs, running bars or clubs, or in general neglecting their children because of the moral decay that permeatted the city, were high on drugs and violence.
These were youth trying to suppress their pain and anger and never being able to succeed. They burst out all over the school campuses in violence and rage. Teenagers went to school armed with guns, knives and grenades.
