STATEMENT OF THE CIVIL SOCIETY MOVEMENT

PROPOSALS/RECOMMENDATIONS OF CIVIL SOCIETY MOVEMENT:
I. Transport Group
- a. Repeal all oppressive traffic ordinances including
the dissolution of the Traffic Management Board.
b. Non-interference of the City Government in the affairs and operation of transport cooperatives.
II. Credit and Multi-purpose Cooperatives
- a. Transfer of management and operation of Public Markets
to duly organized Public Vendors cooperative.
b. Assistance of the City Government in the promotion and growth of the cooperatives.
c. Non-interference in the affairs and operation of cooperatives.
III. Real Property Owners
- a. Reduction of real estate tax and/or granting of tax
amnesty to unproductive real property.
b. Assistance of the City Government in the titling of property within the town site subdivision of Olongapo City.
c. Inventory of all public lands and consequent awarding of contested real property to bonafide claimants and occupants.
d. Establishment of housing program for government employees and homeless residents of the city.
IV. People's and Non-governmental Organizations
- a. Assistance to People's and NGO's for economic, socially
oriented, environmental or cultural projects as provided for under Section
36, Chapter 4 of R.A. 7160 (Local Government Code of 1991)
b. Establishment/formation of truly local development councils, local school boards, local health boards and, local pre-qualification, bids and awards committee wherein genuine NGO's are truly represented.
V. Businessmen and Investors
- a. Reduction of sales tax
b. Tax incentives to investors
c. Elimination of bureaucratic tape in granting permits and licenses
d. Creation of a business council composed of city officials and the private sector for the economic growth and development of the people of Olongapo City.
VI. Child-Caring Institutions
- a. Support the organization of a local council for the
protection of children.
b. Assistance to children for their free education in public schools.
c. Strict enforcement of R.A. 76 10 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.)
VII. Olongapo City Residents
- a. Elimination of garbage fee or reduction of garbage.
b. Reduction of water and electric current rate per kilowatt hour.
c. Provide proper health care and lesser costs for hospitalization in public government hospital.
d. Privatization of the Public Utility Department (PUD) via an electric cooperative.
e. Free passage of public streets and removal of structure along commercial district.
f. Prevent the commission of illegal acts to harass and intimidate residents for political reasons or advantage.
VIII. Youth
- a. Enhancement of youth skills in terms of community relation,
trainings, fund raising activity of youth organization and competitiveness
in sports competition.
b. Establishment of a drug rehabilitation center that is subsidized for residents of the city.
IX. Common Concerns
- a. Full transparency and accountability
b. All public documents should be accessible to concerned individuals and organizations.
c. Development of cultural programs in the city.
You are hereto also binded by the Civil Society Movement to program of government that was presented in public during the convention dated April 02, 2001 at Kong's Restaurant.
