Dear Mary Robinson and Hina Jilani,

I am writing on behalf of the PREDA Foundation which has been campaigning for many years to defend the basic rights of children in the Philippines against sex-abusers and traffickers.

I have known the work of Shay Cullen and PREDA of Olongapo City, Philippines since 1987. 1 know that they are working in an environment where death threats are both common and are often carried out by people, both foreign and Filipino nationals, who make profit from a trade which causes immense damage to the victims and undermines efforts of democratic Filipinos to improve their society.

The victims come from poor and demoralised families and the sex-trade feeds off their desperate need to survive and their lack of legal protection. For these children, life is a nightmare.

I am very happy to join in the petition urging the Philippine Government to implement Article 12.2 of the LTN Paris Declaration of 1998 which sets out children's unalienable rights. This situation has been bought to your attention last February 20, 2001, by Father Shay Cullen and his co-workers at PREDA.

I also know from first hand that PREDA staff have been harassed and their lives threatened by dealers and traffickers in all parts of the Philippines. They do need outside support and commitment.

For your interest I am an economist with 30 years experience working in all parts of the world. I have taught at the University of the Philippines and still have many friends there.

Sehr geehrte Frau Robinson,

die Stadt Weimar vergibt seit 1995 einen Menschenrechtspreis. Mit diesem Preis werden Menschenrechtler ausgezeichnet, die akut an Leib und Leben bedroht sind bzw. in ihrer Arbeit für die Wahrung der Menschenrechte weltweit massiv behindert werden.
Mit großer Besorgnis müssen wir feststellen, daß auch die von uns Ausgezeichneten sich zunehmend wachsender Repressalien ausgesetzt sehen (z. B. Kongo, Kolumbien, Philippinen).

Diese Tatsache trifft insbesondere den Menschenrechtspreisträger der Stadt Weimar 2000, Pater Shay Cullen. Er und seine Mitarbeiter von der PREDA - Stiftung in Olongapo City werden angegriffen und bedroht, ihre Menschenrechte werden verletzt. Menschen, die Kinder vor Ausbeutung und sexuellem Mißbrauch schützen, werden von Todeskommandos, Kinderschändern bedroht und sind ständig dem Mißbrauch strafrechtlicher Mittel ausgesetzt.

Vielen anderen Kämpfern für die Menschenrechte ergeht es ebenso.
Als Oberbürgermeister der Stadt Weimar bitte ich Sie eindringlich, mit Entschlossenheit an alle Regierungen, insbesondere die philippinische Regierung, heranzutreten und sie dazu zu bewegen, im Interesse der Verteidiger der Menschenrechte zu handeln und somit den Artikel 12.2 der Pariser UN - Erklärung von 1998 umzusetzen.
