Hon. Secretary Hernando Perez
Philippine Department of Justice
Padre Faura Street
Manila, Philippines

Dear Hon. Secretary Perez,

The legal profession. of Ireland and our colleagues in the United Kingdom are greatly interested in your coming participation iii the legal convention next September in Ireland concerning aspects of International law. We will be interested to hear the presentation of Justice Amado Valdez, Dean Of Studies at the UF. College of Law and the ramifications for the Philippines.

We follow on the Internet the Philippines and legal developments in the your role in the Impeachment. trial of the Former President Estrada and the ongoing criminal trial, You are greatly admired for the manner in which the judicial is bringing justice to the Filipino people. However evidence of bribery and corruption among some officials of the Department of Justice and Bureau of Immigration are causing us concern

Bribery and Corruption
However - the Philippine Department of Justice needs to look into the false charges and treatment of our Irish Missionary Father Shay Cullen, the Nobel Prize Nominee for this year. Our members have brought our attention to the media and the Internet Network News concerning false charges that are pending in the Philippines against him, harassment cases to stop his work protecting abused children by foreign paedophiles.

The Philippine Justice Department has failed to act on his motions for judicial review despite many appeals for justice.

Thus according to information on, the Internet. Fr. Cullen will be unjustly arranged in court on July 2nd in Olongapo City Branch 73 in case number,

IS May 166-0 Edmonds Vs. Fr. Shay Cullen, regarding the publication of a minors name in a newspaper about which Fr. Cullen had no control and also the libel case;

Joost vs. Fr. Shay Cullen, Case No. IS F 403. Unfounded Libel

Fifty-three false complaints have already been dismissed against Fr. Cullen, evidence of harassment of Fr. Shay Cullen. Surely his rights can be protected from harassment de Jure, under the UN Declaration of Paris 1998 defending the defenders of Human Rights, A petition to UN High Commissioner Mary Robinson is addressing this aspect.

Those who are accusing Fr. Cullen are suspected paedophiles; Markus Leo Widmer and Hartmut Joost who have admitted bribing officials of the Justice Bureau of Immigration to have cases against, them deferred.

We hope that as the New Justice Secretary you can undo the wrongs of the past administration and act swiftly to give justice to Fr. Shay Cullen and his co-workers protecting the abused children of the Philippines and bring the protected paedophiles to justice

With respect,

Seamus O'Callaghan
