PREDA requests to interview the three children in Bahay Tuluyan, Cavite

Dear Director Thelsa Biolena,

This is in regard to the child victims of the paedophile ring uncovered in Puerto Galera, Mindoro a few weeks back. Our social worker Mary David went to Puerto Galera last week with representatives of the Council for the Welfare of Children (CWC), Ecpat, Center for Prevention and Treatment of Sexually Abused Children (CPTSC) and Judge Lilia Lopez for a meeting with the mayor and other local officials to give assistance and offer our services. We are also working with Stairway Foundation and Prosecutor Dorina Joya (tel: 043-286-7074).

In the event that the American suspect should ever be acquitted or have the charges against him dropped or if he will escape, we are preparing to have him arrested in the United States or any other country where he may flee by means of an international arrest warrant issued by a US court. This is possible because Paul Jeffrey Anderson, 55, is a fugitive from justice in the US so we are gathering evidence on behalf of the US prosecution to be able to file charges against him abroad if necessary.

We successfully prosecuted foreign paedophiles in Germany and Holland on the request of Undersecretary Lourdes Balanon. She has advised us to contact you and arrange for your permission for us to visit the two children in Cavite and to talk with them and your social workers who assisted them. Full confidentiality will be observed.

Congratulations to your office in Region IV for rescuing the children and protecting them so well.
