Resolution Concerning Governance
Series of 2000
Addressing all Local Government Officials of Zambales-Olongapo and the CHED Department together with the DECS to implement and give support with regards to the proper implementation of the Administrative System of the local Government and the necessity of Children's Rights cited in Article III Sec. Of the Philippine Constitution and Article XIII of the United Nation Convention.
Whereas, we AKBAY (Aksyon ng Kabataan at mga Bata para sa Bayan) the Children and Youth Organization of Zambales-Olongapo based at Preda, Olongapo City;
Whereas, according to the official record for administrative cases of "Graft and Corruption" has become a common practice among local Government officials in Zambales-Olongapo;
Whereas, in the Political Arena of the Local Government, " Political Dynasty" has become a natural scenario and has weakened real democracy;
Whereas, due to the negligence of the Government official in giving permits and licenses to set bars, the dignity of women has been damaged through the growing number of prostituted women and children;
Whereas, pragmatic system of public Service hinders the objective " Mamamayan muna, hindi mamaya na" specially the towns form Zambales;
Whereas, businesses are being manipulated by the highest Local Officials specially in " Olongapo";
Whereas, local ordinances are not properly implemented;
Whereas, Art. XII of the UN Convention on the Rights of Child and Art. 3 Sec. 4 (Bill of Rights) of the Philippine Constitution connotes " The Natural Rights of freedom is speech of expression, or of the press, or of the right of people peaceably to assemble and petition the government for redness of grievances.
THEREFORE, the Governance Commission of AKBAY are moving for the following recommendation;
1.) That command Responsibility must be accepted by the Local Government Official.
2.) Acts of negligence of the LGO should be given proper sanctions provided under the law.
3.) People of the community must act and be encouraged to become responsible citizen and be aware of what is happening to their respective communities.
4.) That the Directors/ Dean of school and other related offices must implement and support the Art. XII of UN convention and Art. III Sec. 4 of the Philippine Constitution.
5.) That the Democratic kind of ideology must be emphasized under democracy, every citizen has the right to aspire to political office, political dynasty must be eradicated as it excludes the ordinary citizen from Government and eradicates an elite.
NOW THEREFORE, the Children and Youth of Zambales-Olongapo who are members of the organization AKBAY stands firm and believe that the above-mentioned petition should be given as a priority responsibility in order to create a just and hones systematic government that empowers the citizen and encourage participation in the political structure.
RESOLVE FURTHER, that the copies of the resolution be furnished and forwarded to the LGU and other concerned organizations dealing with these matters to give full attention to these petition .
