Resolution Concerning Education
Series of 2000

Addressing all the Local Government Officials of Zambales-Olongapo. AKBAY (Aksyon ng Kabataan at mga Bata para sa Bayan), the Children and Youth of Olongapo-Zambales based at Preda Olongapo City, believes that education is a fundamental right that should be enjoyed by the Children and Youth as stated in article 28 and 29 of the UN Convention on the Rights of the Child.

Whereas, a large number of students who graduated High School are forced to stop pursuing a College degree because of high tuition fee rates;

Whereas, not all children and youth receive formal education;

Whereas, good school materials and facilities such as updated books, conducive place of learning and modern school equipments are lacking;

Whereas, Zambales-Olongapo has no cultural center that inculcate and enhance the skills of the children and youth in arts such as drama, singing, dancing and for the preservation of our historical events;

Whereas, if a cultural center is built, it will prohibit the children and youth to vices and early marriage, and prevents them form becoming youth offenders;

Whereas, through a cultural center, children and youth are led to become more dignified Filipino human beings;

Whereas, the quality of education in Public Schools compared to Private Schools is ver low;

Whereas, the Department of Education, Culture and Sports is responsible for the enhancement of a quality education;

THEREFORE, we, the AKBAY members are moving for the following recommendations:

1.) Organize and designate a committee who will be responsible to study and evaluate DECS orders and memos in their effectivity and proper implementation.

2.) The government should intervene and act directly in the problem of high tuition fees to make tertiary education accessible to the majority.

3.) That the government considers the increase of funds allocated to the Department of Education, Culture and Sports.

4.) To have children and youth learning resource centers in every barangay for them to develop skills instead of wasting their time in unproductive activities.

5.) To include the United Nations Convention on the Rights of the Child (UNCRC) to the DECS curriculum in the primary and secondary level.

6.) To set October 29 of each year as the special day for the Children and Youth of Zambales-Olongapo to emphasize the importance of celebrating the Children and Youth Month.

7.) That a student representative be give a seat in a School Board meeting to voice-out their concerns on the issues confronting school administration.

8.) That studies have shown that gender stereotyping in the school through curricular, textbook and instructional materials reinforced views of female subordination, this must be changed.

NOW THEREFORE, we the Children and Youth of Zambales-Olongapo who are members of the organization AKBAY stands firm and believes that the above-mentioned petition should be taken in top consideration and given the necessary action. We are hoping that this petition would be implemented in all the Barangays within Zambales and Olongapo City.

RESOLVE FURTHER, that copies of the resolution be furnished to the Department of Education, Culture and Sports, the Mayors, the Barangay Council and the working committee on street and urban working children to give full attention to this petition.
