Resolution on Children, Youth and Women's Rights Commission
Series of 2000

Whereas, we the AKBAY (Aksyon ng Kabataan at mga Bata para sa Bayan), the children and Youth Organization of Zambales-Olongapo based in Preda, Olongapo City fully understand that the provisions of the child and Family Welfare Code (PD 603) and the Child Protection Law (RA 7610) upholding the rights of children and youth;

Whereas, the implementation of the legal rights of children and youth is being bypassed by people and officials due to uncooperative community and a lack of interest by adults;

Whereas, ignorance of the law is the primary excuse of those who violate the rights of Children and Youth;

Whereas, the increase in the number of street children is caused by poverty and makes them vulnerable and in danger of being prostituted and lead to drug abuse;

Whereas, legal protection is the basic right of children and youth, this protection must be given by all sectors of society.

Whereas, many abused children and youth are forced to desist from pursuing justice and legal cases against their abusers because of fear, pressure and monetary influence, especially when parents and police take payoffs from abusers;

NOW THEREFORE, we, the AKBAY members are requesting the following:

1.) Organize and designate the family court as a court to try all cases of minor abused children and youth offenders in a way to protect the witnesses from intimidation and harassment.

2.) That the need for supervised childcare centers for working parents is necessary, since most of the abusers are male.

3.) To give full attention and proper implementation to RA 7610 and PD 603 that are primary laws for children and youth and juvenile justice must made into Series of 2000 law.

4.) That for the local government should set up centers for youth offenders with proper rehabilitation for their reintegration with their own family.

5.) That the organization of the BCPC (Barangay Council for the Protection of Children) should be properly implemented and the laws be monitored by the concerned government agency.

RESOLVE FURTHER, that the Children and Youth of Zambales-Olongapo AKBAY members is moving forward this recommendation and to be furnished to the agencies and BCPC.
