Zambales RTC judge Rodolfo Toledano issued Friday a warrant of arrest without bail against Caesario Bada Jr. former SBMA security department manager and a number of still unidentified SBMA security personnel for the death of Santos Noga on Jan. 30, 1993.

Based on the sworn statements olfwitnesses, the incident took place in a fishing village in San Antonio town of this province, where armed SBMA security personnel led by Bada arrived around two in the afternoon allegedly to conduct an investigation and a census.
