Edwin Allapitan, 16, one of the wards of People's Recovery, Empowerment and Development Assistance Foundaiton, Inc. (Preda) in Olongapo City, attends a roundtable forum at The Manila Times on Friday. Edwin spent time in jail as a juvenile offender beore he was taken in by the foundation, which is run by Fr. Shay Cullen.
