2. Unused government buildings can be used for children's homes for victims of trafficking and sexual abuse, Senator Madrigal asks why not make a law?
WHY THE ABUSERS AND TRAFFICKERS
ESCAPE PHILIPPINE JUSTICE?
The Escape of Alexander Wilson, Dutch national, suspected child
abuser, trafficker and Internet cyber-sex tourism promoter from Olongapo
and Angeles city. The child was rescued and brought to safety. The
abuser was charged but by an engineered delay by the city prosecutors’
office he was set free and escaped. He said he paid 100,000 pesos to fix
it.
Official cause of escape,
incompetence and suspicious delays.
CRIMINAL INFORMATION NOT FILED FOR 8 DAYS. Alexander Wilson charged
with child abuse and under investigation for trafficking through the
Internet got away because the Prosecutor, fiscal Atenaja, in Angeles
City did not confiscate his passport. Called immigration to ask if he
had a wanted file, or filed the criminal information with the court at
once and make a motion to deny bail as he was highly likely to escape.
The criminal information was not filed in court until 8 days after the
preliminary investigation, and then only when interested parties (PREDA)
went to look for it and request it be filed, then that is when it was
requested a motion to the court to issue a hold departure order to the
immigration. The court did so immediately but it was too late. Wilson
left on an Air Asia flight from Clark to Malaysia.
Hold order not sent out in time by Immigration. Besides when the Immigration in Manila, office of the Commissioner, did get the court hold departure order it was not sent to the Clarke airport immigration officers. After 48 hours of his departure they still had not received the hold order from Manila.
TRAFFICKING EVIDENCE NOT ACTED ON BY NBI AFCCD (Anti-fraud Computer Crime Division). Given 4 sworn statements by witness and victims of Wilson, they said there were forced to invite customers to his hotel, Friendship Oasis Resort, Baloy Beach, the witnesses know girls who had been offered for sex to these customers by Wilson, but their statements were not followed up or acted upon to investigate further. A search warrant was not applied for to get the incriminating evidence. Wilson had time to destroy the evidence and escape. AFCCD had no comment
German Hartmut (Harry) Joost from Olongapo accused for kidnapping and obstruction of Justice and ordered to be deported was able to evade the law and get out of The Immigration prison in Bicutan with ease despite an international Arrest warrant against him. Senator Madrigal will ask government officials of the NBI and Immigration why and how can suspected kidnappers go free easily? Hartmut Joost, the accused suspect on trial in Olongapo City, has also been called to the hearing to give his side.
CHILDREN’S HOME NEEDED.
Government building and lands bought with relief aid money donated
by the international community for disaster relief have never been
utilized for the victims of Mt. Pinatubo and their fruits and produce go
to whom for 14 years, critics claim that officials and private families
are benefiting from these public assets and refuse to allow the NGOs or
the DSWD to convert them into children's homes for victims of
trafficking. A new revision of the anti-trafficking law will mandate
that such assets be converted and all previous contracts declared null
and void for failure to use the assets for the purpose for which they
were intended. [End]
