Dear Secretary Tuquero:

I am writing to express my deepest concern regarding the charges filed against FR. SHAY CULLEN, MSSC, President of People's Recovery, Empowerment and Development Assistance, Foundation or PREDA. If you may recall, Fr. Cullen has been filed with 50 harassment charges -- a rape case being the most publicized among others. According to Fr. Cullen, this case which was previously dismissed twice has been revived recently, based on allegedly fabricated evidence as a result of his works in championing the rights of children and women who are abused, and are long been suffering from being a part of sex syndicates in perpetuated by a group of foreign pedophiles who are getting back at them.

Fr. Cullen is personally known to me as a very noble man. His works in seeking justice for the children are exemplary, laudable, and admired by different sectors who recognized his efforts. In fact, his accomplishments were even nominated for a Nobel Peace Prize. It is in this regard that I earnestly request your Honor to kindly initiate a speedy re-examination and re-evaluation of the case and a review of the resolution issued by the Department in this regard including the new evidence presented. In the spirit of justice and transparency, I sincerely hope that his request would merit your attention, to bring about immediate amends and restitution where they are necessary.
