Dear Secretary A. Tuqeuro,
May the blessings of the Lord be with us always!
Shocked and worried about this old rape charge against a priest, Rev. Father Shay Cullen of the PREDA Foundation, we would like to appeal to your good office of a fair trade and impartial review of the case which in the past already was found to be false and baseless.
Father Shay Cullen, a Columban Missionary for more than three decades here in the Philippines has been true to his calling and mission to uplift the distress condition of poor and abused Filipino children especially in Olongapo City.
I was fortunate and my community of Sisters (Daughters of Charity) to work with him closely in Olongapo for 6 years, myself being one of the pioneers who started the work for the plight of street recognition are awaiting for him abroad. The accuser now becomes the accused!!
Please do remember that a group of foreigners we call "Pedophile Support Groups" with very questionable reputation have found an ally in the person of a corrupt official on their side at the lower level of the Department of Justice. Sorry to say this truth. Poor PREDA! They have to struggle for their own human rights against false charges and injustice, receiving threats and other forms of harassment during the past two years.
We, therefore appeal to you dear Honorable Secretary, to review the new evidence presented by PREDA Foundation that will show and prove Fr. Shay Cullen's innocence.
We still believe in Justice and Fairness in our country. We believe that justice be done knowing you with exceptional honesty and integrity and can conduct on impartial review of the evidence.
