This past Halloween 1997 some monsters were missing from the scary movies,
dances and parties. That's because they seldom appear as monsters, but are
kindly sugar daddies giving candies and kisses as prelude to sexually abusing
children - the Paedophiles.
These Halloween festivals of horror were to condition adults and children
to the evils of life and the inevitability of death.
But children and adults need a new conditioning to beware of paedophiles
within their own community.
One of the most perverse dangers to children come not from microbes and
viruses but from their own parents, neighbors, politicians and police.
Those who are supposed to be their protectors are sometimes their abusers.
Children seldom report the abuse out of fear and shame. But parents should
look for changes in behavior as an indication of abuse and investigate.
For the first half of 1997, according to official reports, child abuse has
increased 30% to a reported 2,450 cases, most of them sexually abused children.
The number of unreported cases could be ten times that number.
Records of the Department of Social Welfare indicated that in 1994 there
were 697 cases reported, in 1995 1,015 and in 1996 1,085 - the majority
of the crimes within the family.
Paedophiles, individuals attracted to children for sex seldom appear as
monsters. In fact they are the wolves in lambs clothing. They are the loving
father, the uncle or elder brother figure from the neighborhood who is so
helpful and kind to the children that the parents trust him and allow him
around the house.
They are too, the smiling politician who vows to protect your children.
The striking thing is that the majority of paedophiles are authority figures.
They are the people who have crawled their way to the top of the pile without
any particular qualification to rule other than to prove themselves more
powerful and stronger than the rest.
Paedophiles are marked by being in positions where they exercise power and
control over others. Politicians, police, prosecutors and judges, fathers
and business executives.
The more assertive and aggressive the politician the greater the suspicion
of some abnormality. This behavior some psychologists say, is a cover-up
or compensational behavior of deep personal insecurities and inadequacies
stemming from their childhood.
Convicted Mayor Sanchez of Laguna was one high profile case . Zamboanga
del Norte Rep. Romeo Jalosjos who is presently on trial for the alleged
rape and sexual abuse of a 11 year old child. Mayors ,police and prosecutors
have been charged too with similar offenses.
In Zambales, Victor Muñoz, a wealthy contractor from Castelijos,
a close relative of Olongapo Mayor Katherine and Richard Gordon, Chairman
of the Subic Free Port, is accused in five cases of child sexual abuse as
well as former governor Vic Magsaysay, a friend of Muñoz has been
accused of having sex with a minor. (No way to be confused with the honorable
Senator Jun Magsaysay.)
The prosecutor's resolutions to send both cases to trial was recently overturned
by the Department of Justice. Many other similar cases, decided by the same
prosecutor with less convincing evidence even, were not questioned.
But powerful people in powerful places have the connections to gets things
covered-up and done their way.
But it is not a phenomena particular to the Philippines. In Australia too
and other countries powerful people have been linked with child-sex.
An Australian labor MP Franca Arena claimed that the premier of New South
Wales, the opposition leader, and a supreme court Judge, had connived to
see that a probe into child -sex activities did not touch those in high
places. "The system is protecting itself", Arena said.
Political power is, it would seem for some, an aphrodisiac for child-sex.
It is a compensatory activity that fits the profile of a Paedophile as one
deprived of adequate parental love as a child.
A dominating and assertive father, for example, can bully and neglect his
children. Those children will fear and avoid both parents and then as adults,
they in turn will imitate the ways of the father but be unable themselves
to relate adequately or sexually satisfying with adults. They can only dominate
and bully them.
Some paedophiles go the other way and become reclusive. Others are the model
of the perfect father.
The sexual attraction to kids is ever present. They can exercise total power
and have that intimacy that they crave but cannot have with adults.
Of course psychological and personality weakness is no excuse or defense
for sexually exploiting children but it is a indicator when we are looking
power politicians.
Beware the aggressive and dominating politician, there may be more behind
the artificial smile and the loud-mouthed promises that meet the eye.
